No, they live in a symbiotic relationship with roots of certain tree species. There has been limited success outdoors by innoculating the roots of trees as well as transplanting trees with the truffle mycelium growing on their roots into new groves of trees.

we are planting inoculated hazelnut and oaks for our truffle project in lime-soil...this looks promising so far cause the roots are checked for mycelium under the microscope...in 2 years we will do the first checks (maybe my golden retriever can help me)

Mmmm...truffles DO taste wonderful, though. I remember a rich fellow took us to one of the most expensive restaurants in Arizona (Mary Elaine's) and the cook gave us complimentary truffles...tasted like the most tender, most juicy and awesome piece of steak I'd ever eaten...I can still remember the taste. I asked my mom what it was and she told me it was a mushroom...I was baffled that it wasn't meat.

does the mycelium need a host to grow, or can it be grown in cultures like fly agric?

if cultures can be made, incolating a host can be much easier. but im sure im not the first who thought abot this...

I've known about inoculating whips for a few years now but was quite surprised to see them mentioned on a christmas edition of BBC's Gardeners World the other night. The company that sells these whips say that you can harvest truffles 4 to 6 years after planting.
