after removing the old casing, do i just put all the crumpled scraps under milk or water for 12 hours then recase, seams like a lot of mess.

don't milk dunk casings, just water

There is no reason to dunk a casing at any stage. The casing layer itself supplies all the moisture needed. Don`t start with me, Hippy. :)

just because you've never done it.
Relic has posted pics and details over his experiments dunking cased rye,
it worked great.
so until you know what you're talking about,
i'd advise trying to minimize your role-playing 'cultivation guru'
