Gee, that's quite the "supremacy", isn't it? The edicts are supreme right up until the minute they are overturned by the Iraqi government. So just what is involved in overturning them? Let's check --

As a side note, the author has made a glaring factual error when he states that it was Bremer who "selected" Allawi. It was not Bremer'schoice at all, but the choice of the council. Chalabi was the guy favored by the US. There was initial dismay in the Bush administration when Allawi was chosen instead, as his past public statements had been quite critical of many aspects of the US occupation. This was gleefully reported in the international press (and even in the Washington Post itself as I recall) as his selection was seen as a repudiation of US wishes.
