See what I had in mind was, Take the bag, fill it with brf/verm, any space is aired out so the bag is flat, then tied with something, so when its being PC'ed the bag wont expand all that much. So then take it out, wait awhile to make sure theres no contams, then inoculate it, cover hole with tape, shake it all up. Would this work?

You need an impulse sealer and a glovebox or flowhood. You could hot glue the opening shut though in your glovebox. And you dont seal it until after pc'ing. You could hot glue a soda bottle top onto the opening after filling with grain and put a polyfill wad in the hold and foil that. The tapeing works.

I say stick with your original idea, brf + verm, then use a makeshift collar(soda pop bottle top) and then stuff with cotton or polyfill. grain is susceptible to sour-rot, so you have a better chance of success with brf+verm.

That is true but grain is cheaper and a better substrate and spawn.

Since you are using the pressure cooker you shouldn't have any problem sterilizing grains properly. It's also entirely possible to seal bags without an impulse sealer or a flow hood. Even using those cheap handheld "euro sealer" deals found at Wal-Mart for $20 is OK. Just make sure you seal the bag after it has a chance to cool inside the cooker and seal it as soon as it is removed from the cooker in as sterile setting possible (very clean work area with liberal use of a spray disenfectant).
Here is a very good illustrated tek for using autoclave bags to sterilize rye grass seed, just substitute whatever grain or substrate (BFR/Verm if you wish) and follow these basic steps.
