The addition of the +1 created a huge decrease in the frequency of people quoting a big long post just to add “This” or “”.  It created a way to show concurrence without making an extra post in the thread to express it.  I don’t see why a -1 button wouldn’t work similarly (but probably to a lesser extent).

I think it’s been brought up before though, and if I’m remembering right, the admin response was that it would create an opportunity for trolling.  Folks going through and down voting every post made by someone they dislike, that kind of thing.
