It's usually a few chronic users of the healthcare system that cost a vast majority of costs. If you improve those health outcomes for them by getting them off the street it's way cheaper to give them houses. Hep C and other people with chronic conditions costs way more if you ignore them and people come in when they are in emergency distress than treating it regularly.

Chronic infections from living on the street and shooting puddle water drugs is mostly eliminated. The people using these houses mostly destroy them. There was a bit of outrage over them getting marble counters and shit, but you need durable materials that can be misused to a high degree.

Larger cities will have a harder time employing this strategy, but it really is the way to do it.

I think building some kind of prison like building without the prison guards and bars. Something super durable. But then it would probably get trashed from lazy bums pissing and shitting everywhere. It would be digusting. Thats why its build of concrete. And it would have a bunch of parking fields for people in cars to sleep. A homeless campground with a prison like building.
