But we're not talking about limiting speech here.  We're talking about whether or not the government has a duty to transmit speech from another nation into this nation.  That was the hypo, no?

I see.  So you're saying that there is no limit to speech here, and in fact, he could write letters until he's blue in the face, no harm, no foul, but that the gov. has no duty to transmit those letters across the border.

I don't have a horse in this race, but it does say that though, it starts off, "to bind the NATION together". The USPS does not have any legal authority in other nations. Per Enlil's argument the other nation has no obligation to deliver letters or coorporate with our USPS, you can argue after the letters arrive here the USPS would the been obligated to deliver them. I really don't see the point in this whole discussion though, what does it have to do with the trump/russia conspiracy?

I don't see how that is relevant to anything we're discussing.  The government has no duty to transmit that speech.  The government writes the rules for the post office, and can change them anytime it wants to. 

I think you're confusing the government CHOOSING to do something with the government having a DUTY to do it.

If they choose to advertise a service, do they not have to provide that service in a non-discriminatory way at least until such time as they change policy and stop advertising the service?

I don't see how that is relevant to the hypo, but let's say, arguendo, they have that duty based on advertising.  What is the remedy for breach of that duty?  A refund.

what if said breach of duty results in substantial financial harm?  Like, let's say a million dollar deal falls through because of a failure refusal to deliver the letter as advertised.  Is a refund enough to make the affected party whole?

Are you being sarcastic? I'm not trying to take it away, I just don't understand why we've had 2 pages discussing this seemingly unrelated and trivial hypothetical, regardless what the answer is/laws are what baring does it have on anything?
