It feels good (breasts in general) and is also not shared with just anyone so it would be an indicator of preference leading toward intercourse. My interpretation of personal experience would lean towards that, maybe invoking maternal feelings on the female's part rather than provoked by infantile feelings on the other person's part. Girls like to touch them too. They even like to touch men's nipples.
