That's like saying requiring new cars to meet increased emissions standards is unworkable and ineffective in combating pollution, because people can keep their old cars on the road.

Actually, no.  I assumed you had given it a lot more thought than this.

Emission standards are very workable...that's why they're called "standards."  Objective standards are always more workable than subjective tests.  Your test is not only subjective, but arbitrary.  Also, Emission standards are effective if enforced properly.  Your test, even if enforced perfectly, would allow the very rich (and only the very rich) to publish political advertisements to their hearts content.

I agree that it wouldn't stop all forms of political advertising by rich people, but it would stop a hell of a lot, and it's not arbitrary; it targets traditional advertising.  Just like emissions standards for new cars wouldn't stop all cars from polluting, but it would stop a hell of a lot, and it's not arbitrary; it targets new cars.

Here's an idea:  Let's cut the fuck out of government so they don't have the money to spend on anything except the essentials.  Without the slush fund they won't get the bribes anymore.  Problem solved.
