If it was just a little bit of cannabis (<oz?), and the 'bad guys' were decent and respectful, the two cool cops I knew would typically make them dump the cannabis and let them go with a warning. At most they would get a ticket to appear in court. If the 'bad guys' were assholes, the cools cops would turn into normal cops and bust them.

Both of these cops were highway state patrol rather than city or county cops. Perhaps they had bigger eyes than the local cops.
