Not necessarily.

If he's a socialist who's making less than $30,000 and cheats on his taxes because at $20,000 he would have to go on welfare assistance or move back in with his momma, then I wouldn't consider it hypocrisy. Actually if anything it wouldn't be antagonistic at all to socialism.

In Canada, if your income is $20,000 a year, you aren't expected to pay any taxes.
