Proper lighting for a cactus - indoors question

I got some cacti (per. torch and pedros) along with some loph pups that will be grafted, and don't want them sitting around doing nothing all winter so I'm looking into whats the best light I could get, keeping in mind price (not more than $100). I could get some 500w fluo., but many people said go with MH or HPS, what do you guys think I should get for best growth in the colder months?
