So yeah, does anybody know of a program or something that changes your IP address like every 2 seconds?

I dunno about every 2 seconds though

TOR and a proxy is your best bet, i suggest tails for just regular browsing

It may not be because he wants to be anonymous.

He may need it to change every few seconds so he can repeat password attempts, or to give a website a what looks like ton of traffic, ad click scams, etc.
