Is Cockmast throttling the shiit out of me?

So i've downloaded about 20 gigs of torrents in the past two weeks, and starting the last couple days, my internet has been shittayy...I can play on X-box live with no lag/no problem but Download speeds suck and internet browsing has been off n on (I'm getting a lot of timeouts intermittently).

Does Cockmast still do that bandwidth throttling tom foolery?

Every ISP does, just Comcast does it to the extreme.

Change ISP's, Comcast is terrible.

Yeah I'm livin' with my parents atm so it's there choice.

Back at my apartment, I have no choice: comcast is the only cable TV & internet provider in the area. That's the worst b/c you get forced into a shitty service.
