Locally it is flat.  But I dont think that is a proper analogy. 

I can define a plane at my feet tangent to the earth to be the baseline.  When something goes above this plane (in the direction of my head) it is rising.  When something goes from above this plane back down into it it is setting.  At sun rise the sun lies in this plane, at my base level.  It then rises above this plane and in the after noon it sets back into the plane.  No illusion about it.
