Actually, it is worse than being fat. The problem with starving yourself is that your body shuts down, thus the rate of your weight loss actually decreases.

Diets don't work. They address the symptom (being fat), not the problem (what led to being fat). If you really want to lose weight, you have to make a lifestyle change. Nothing else will work.
If you really want to lose weight, and keep it off, go for the Seuss' Diet:
Quote: 1) Giveth: You can eat whatever you like. There is no counting calories, no avoiding certain foods, etc. Listen to your body and enjoy the foods you like.
2) Taketh: You cannot eat until you are full. If you sit back after a meal and feel stuffed, then you blew the diet. This is the absolute most important aspect of the diet. Do not eat until you are full! Avoid the three square meals a day. When you finish eating, you should still be slightly hungry... thinking, "I could eat a few more bites." This is very important! I cannot stress enough that you must not break rule #2.
3) Giveth and Taketh: You can eat whenever you like, but you must wait 30 minutes between snacks/meals. (This means wait at least 30 minutes after you finish eating before you eat again.) It is much better to eat a small handful of nuts, or a few cookies, or a small bite of whatever when you are hungry, and then wait 30 minutes, rather than eating a huge meal a few times a day.
4) Taketh: Don't eat unless you are hungry.
The important rules to remember, don't eat until you are full and wait at least 30 minutes between eating. Other than that, anything goes. Drinking liquids that have lots of sugar in them should be counted as a meal or snack! Avoid drinks with sugar and high fructose corn syrup if possible. Water is your friend. When eating snacks, remember, itty bitty tiny portions. You can eat again in 30 minutes, so keep the portion size tiny! This is the key to the lifestyle change: small portions!
The idea of the above is to bring about a change in lifestyle rather than counting calories in the traditional diet. By eating less food at any given time, but eating often, you will kick start your metabolism into high speed, shrink your stomach, and learn to eat less while listening to your body. As the 'diet' progresses, you can start to replace unhealthy food with healthy choices. Listen to your body, not your mind's desire for sugar and salt.

Exercise, contrary to popular belief, does little to nothing to help most people lose weight. In controlled studies, people that exercise actually lost less weight than people that did not. The problem is that people tend to reward themselves after exercise with a high calorie meal, a bottle of sugary energy drink (gatorade, powerade, etc), a beer, etc.
Done correctly, exercise can be a huge benefit to weight loss. If you are going to walk, make it last at least an hour, do it at least four times a week, and be sure it is a brisk walk. As long as you don't reward yourself with an excess of calories afterward, the walks should remove around 1/3 pound of weight per week.
