If the above methods don't work, and a few months from now you're in the same situation, you can try calling up your local news and explain the problem to them.....assuming it's an actual infestation; otherwise don't waste their time. But around here at least, landlords & municipalities often let all sorts of shit slid, and the news has a hotline where you can complain about issues such as these & they'll investigate that shit; make the proper phone calls & then report on it.  Nine times out of ten, the problem will be fixed shortly after the story is on the news....and if not, the reporters will follow up on it until it is.

I'm with him ! its 100 % you're landlords responsibility. if you see some rats take a picture or what notfor future reference.i hate slumlords and dealt with them my whole life.
and you could really stir up some shit because of this. and don't put up with their shit ! tell him to fix the problem or you'll take further action !
