There's nothing to get. He's mentally impaired, and people find it funny.

I think its like subterranean homesick blues by Dylan. I actually kind of get that video...in the Dylan video he has like cuecards that follow the lyrics of the songs, and I assume this is a spoof on that seeing as the cards are stuck to his hands :shrug:
