wash your hands if you get any of the white sap on you. i agree with the euphorbia ID, not sure what species either, but it's not even a cactus really, just a succulent.

Next time ill do a little research first. its a Euphorbia ingens - Candelabra Tree and the sap is toxic. i googled it.
