Limiting the upload speed of computers on your network

My sister has got a computer for Christmas, and I've had to add it to the network via the router. Predictably since then my connection speed has gone down the shitter.

I found out what was causing it today - her webcam. She uses it to chat to friends on msn. When I asked her to turn it off, voila, my speed returned to normal.

My question: Is there any way to limit the upload speed of a webcam? I'm guessing it would be pretty hard to do because MSN doesn't have such an option. I'm guessing the only way would be to limit the upload speed of the computer itself, and if that is the case, how do I go about that?

It's a Linksys router by the way.

NetLimiter/Enterprise is a good Windows software solution.

QoS, if your router has it, can work well - you can prioritize packets by devices on your network, and make your computer a higher priority than hers.

Only fairly sophisticated routers provide bandwidth throttling beyond those two solutions. Even QoS is hard to find on SOHO routers. If you want to buy one that can though, the Cisco 320 series would probably do it for you, but you'd need to learn Cisco IOS programming.

Buy an old Linksys WRT54G off of fleabay, and load on 3rd party firmware like Sveasoft's Alchemy. It has QOS.
