You should pick them just after the veil has torn. If you want to make prints you should wait until the caps have flattened. Just beware that once the caps have flattened the shrooms will start dropping tonnes of spores, this can cause problems on the substrate. Happy harvesting!

Damn, it's been a very long time indeed since I've heard them called stropharia! anyways, right before the veil breaks they are most potent. Right after the veil breaks gives the best balance between yield and potency.
