Redistricting
    #7282526 -

"As a mapmaker, I can have more of an impact on an election than a campaign, more of an impact than a candidate.. When I, as a mapmaker, have more impact on an election than the voters - the system is out of whack.." - Consultant David Winston (who drew House districts for the GOP after the 1990 U.S. Census.)

The process known as redistricting in the United States and redistribution in many Commonwealth countries is the changing of political borders. Often this means changing electoral district and constituency boundaries, usually in response to periodic census results. This takes place by law or constitution at least every decade in most representative democracy systems using first-past-the-post or similar electoral systems to prevent geographic malapportionment.

Just a quick primer on redistricting for you all. The first link forwards to an interactive e-learning program that details redistricting in an easily understandable fashion.

Perhaps this is either to complex or too mundane a concept for anyones interest.. Let me try to explain a bit more..

Redistricting is the perpetual redrawing of geopolitical areas to account for population shifts at the time of an election.

Any individual, public/private organization may submit a redistricting plan.

The redrawing of these boundaries can be and is used to combine or separate certain interest groups in order to effect the outcome of an election. Interest groups such as republicans, democrats, white-collars, blue-collars, etc. One of the requirements, however, is that racial segregation is not applied in this mapping.

This is not a trivial thing. Smaller states with few congressional districts allotted to them simply don't have much of a choice where to draw the lines. But as states grow larger in comparison to the rest of the country and almost inevitably split political control between the two major parties at the state level, court battles over redistricting issues become inevitable. After all, everyone's competing for a bigger piece of the same pie.

Congressional redistricting has become one of the most complex and most fought-over political issues of our time. In theory, each district should be contiguous, geographically compact and have about the same population as every other district in the nation. Gerrymandering, the practice of building a congressional district that provides one party or candidate with an advantage but does so at the expense of geographic compactness, is to be avoided.

Quote:
Section two of the 14th Amendment applies to the reapportionment of federal congressional seats among the states. It says, "Representatives shall be apportioned among the several states according to their respective numbers?"

Redistricting is the adjustment of legislative boundaries. The manner in which redistricting is done is left up to each state. The purpose of redistricting is to ensure state voting districts meet the "One-Person, One-Vote" principle.

The "One-Person, One-Vote" standard was established in Reynolds v. Sims, when the court stated that, "each vote must count equally". The court found that the gerrymandering of legislative districts denied citizens the right of an "equally weighted vote". This right, protected by the 14th Amendment's Equal Protection Clause, which states, "No state shall make or enforce any law which shall deny to any person within its jurisdiction the equal protection of the laws."

Please try and understand why this is important, it's another method in which the system attempts to achieve balance yet in doing so it is used as a method to favor particular constituencies.

If anyone knows anything about this and would like to add upon this discussion or correct any of my explanations, please do so.

It's as old as the nation. There are some mighty funky looking districts shaped like a trippin' spider's web with a side of amphetamine sauce thrown in for good measure. Sometimes the courts intervene when it gets a little too blatant. Regardless, the people have the option to cast their votes as they see fit no matter what district they're in. Sometimes district shenanigans work, sometimes they don't. I think Mr Winston is a little full of himself, not to mention self important. Feh, both sides do it in equal measure and advantage can change from census to census.

The "system" doesn't attempt anything. Anthropomorphizing concepts like "system" and "society" to have desires and whatnot is a nasty intellectual trap. Only individual human beings can have desires or strive.

Your description is pretty fair. But, like I said, no one side ever achieves any overall net political advantage and they can be quite fleeting. If what I say is wrong the first party to gain power would have long ago managed to redistrict the other out of relevance into an oblivion from whence it would never return. This has clearly not happened.

Winston's quote was taken from a website trying to make make a dramatic introduction to captivate interest, I figured I'd try to replicate that attempt

I suppose you're right though - if the process was capable of avid abuse it would have been by now.  Thing is, I haven't ever heard of this until a month or two ago, and I wonder how many other people know or understand anything about it.

I used 'system' because I was speaking on general terms to get a quick point across, and didn't really know a more specific or accurate body to name while maintaining that diluted point.  I just wanted to point out another manipulatory tactic, another log on the fire - they add up.  But no, not a huge deal..

You did good. There's nothing eyeopening or earth shattering here.

To get back to the "system" thing. I read all the time people writing the "system wants" or "society accepts". This is an intellectual trap, in my opinion, and a general deflection from reality that insidiously infects many people's thinking. It negates individual choice and responsibility and assigns it to nebulous concepts with the subsequent effect that a "nothing can be done about it" or, even worse, "something must be done about it" mindset ensues. Invariably, when the hive is anthropomorphized it becomes a sympathetic figure as oppposed to a concept and thus assumes certain rights which should only be held by individual members. This is not a global argument against collective action on certain levels just an observation regarding a loss of focus on what the goals of the collective action should be. It should be to the betterment of individuals collectively, not the collective. There is a difference.

Off topic, kill me now.
