Problem with Linux/UBUNTU/OPENSUSE Slow Web scrolling

The problem is when I scroll the page is "sticky"/Framey. Yet everything loads very fast and works well
I can bairly cruz the web at all with FireFox or Konqueror I thought it might just be the distro so I changed from Ubuntu(64bit) to OpenSuse(64 Bit) and i have the exact same problem.
The system is

AMD athlon 3000 (64bit)
1 gig of ram
250g Sata harddisk
w/
337.52 MB (+ 360.50 MB Caches)

All my hardware is compatible with 10.2. So that leaves me unsure of why id need a 3d driver.. Ill keep reading. Im very new to linux ingeneral so any help or tips are appreciated

what kind of graphics card do you have? probably nvidia or ati; most linux distros won't install the proprietary nvidia or ati drivers automatically. also, you might have issues with the 64 version of the drivers not existing, in which case i'm sure you could find a walkthrough for installing the 32bit version drivers on ubuntu 64

Im just running the onboard vga on my motherboard. Which has worked fine for me in the past. Its stats are
9.61 in.(L) x 8.8in.(W); Micro-ATX
• 2 DIMMs w/ DDR 400 up to 2GB
• 1 PCI-E 16X; 1 PCI-E 1X; 2 PCI; 8 USB
• 8 Ch. Audio; 10/100 LAN; SATA; ATA133
• Integrated VIA Chrome9 Graphic

So do I need to go out any buy a 3d grafix card to run linux??

No.

3D graphics acceleration has absolutely NOTHING to do with rendering a web page scrolling.

first try turning off Smooth Scrolling

then see if there's a driver for your card (nVidia is good for linux drivers). This might help rendering 2D stuff.

Yea i found that some people have a problem with the onboard via video drivers. There is an opensource package made naamed Openchrome
Here

I can download the file that I need, but its a .rpm file and I dont know what to do with it

Even in windows before I install my 3d drivers, scrolling down looks choppy as shit
