Cigarette tax bullshit

I just got a letter from the department of treasury that I have to fill out a self audit and send them cash for cigarettes I dont even remember buying. But I checked my emails and found an old purchase I was hoping to forget about because I never received the product. The letter states "
"In accordance with N.J.S.A. 54:40A-1 et. seq. (Cigarette Tax Act) a tax is imposed on the sale, possession for sale, use, consumption or storage of cigarettes within this state."
I never received anything from the asshole I bought cigarettes from, so I dont understand why I should have to pay a sales tax for something I never received. The audit form has a space for the vendor, his address, and email of the vendor. But that will all be pretty hard to find because smokest.com went out of business and did everyone dirty. I just found this letter which was dated October 30th, the letter has threats regarding punitive actions if I dont send something within 30 days. But I didnt get anything in the mail, and its been more than 30 days. Is this some kind of scam? My governer really sucks balls.
