Ethiopian Proverb - can someone explain this to me?

I got this from the 48 Laws of Power, and as smart as I like to think myself, this just doesn't make sense to me.  The whole fart thing is throwing me off...  explanation needed for a layman like myself  :confused:

It means they they hide their true selves, they don't really change into better, they just leave the impression.
And if I come to think about it that proverb applies to many things in life. For example if some people need favors or sympathy from someone else which has "improved" life values, they don't adapt and live uo to them, but they pretend that they live by them just to get what they want.
