Google is your friend. Morning glories are very easy to grow outdoors in many parts of the US. Here's some info:

morning glory...
1. Go to lowes or wal-mart or somewhere to get seeds about 79 cents 2. Plant the seeds in the dirt after you clear it of grass or whatever is currently growing there. 3. Water, and beware, it will overgrow everything, so be ready to control it by cutting constantly
that stuff grows everywhere here in texas without a problem.

Yeah, it's harder to get them to NOT grow. All you really need to do is buy the seeds and put them in the dirt. In a few years, you'll be wondering how to get rid of the little bastards.
Also, just FYI, the seeds you get at Wal-Mart are chemically treated. I mean, it isn't like you're going to eat the morning glory seeds, or anything. But if you were going to, the ones from Wal-Mart would make you sick.

Not if you eat all the seeds
