I always determine when to water my plants by feeling how heavy the pots are when I pick them up. After a while you get to know how heavy they should feel and water accordingly.

For seedlings a good moisture content is similar to a casing mix. If only a couple drops of water come out when you squeeze it then its wet enough.

Proper soil moisture depends on the type of plant. Such methods as weight analysis for watering may be good for the most seasoned and in-tuned gardener. Read up what sort of soil moisture the specific plant likes, and then water accordingly. MOST plants like to be watered every other day, have a good drainage at the bottom, and let the topsoil dry out partially. Note how well your plants are doing, and water accordingly observing reactions.
