He just got it in the mail bare root. It was ok to pot it and water it a little right? And also, is this cactus soil a good one?

I'm Jealous. Is your flag red white and blue?
I'm clueless about potting it and watering it right away, but my guess would be it should be fine. Also, If I got my hands on a Peyote...I might be inclined to mix my own potting soil. Though, I do use Schultz's for my San Pedro's...

the seeds are in little pods where the flower is I believe, as for when they're produced...I dont know

You have to pollinate the flower to get seeds. Luckily lophophora williamsii can be pollinated with their own pollen.
Get a very small/fine paintbrush, and twist and twirl it around in the center of the flower where the tiny shoots(anthers) are. The flower will eventually die and dry up, and hopefully within the next few weeks, where the base of the flower is, a pink seed pod will emerge.

That bagged cactus mix isnt exactly what peyote would have out in the wild. In texas theres very little nutes in the soil and lots of minerals. That soil looks very rich to me.
I have mine in 70% pea gravel 10% perlite 10% top soil 10 % minus grade limestone.
they seem to love it.

Definately, peyote cannot stand wet feet whatsoever.
Things that will kill a peyote quicker than shit
Too much water Too much light/ heat Too much cold Too much fertilizer
Do not miracle grow it or anything thinking hell yeah it will look like a basketball in a month, it will fuck it up.

i decide wether or not to water by squeesing it slightly. if it feels nice and sturdy its fine, only when it feels soft do i water it.

i guess its a different kind of softness lol. i havent had that problem yet.
but the bottem line is that a happy cactus fells sturdy, and then goes soft a little when it needs water. probably not soft in the way it gets when its in trouble, but the pressure decreases and its gets slightly squishy.
with my 1yo seedling i got the same thing but instead you can see the difference. when the cactus is dry for a wile it shrinks a little becoming flatter. then i water and it rounds out again...

Well I don't touch mine because i don't want to remove the natural protective waxy coating that helps it shed away water, and helps it transpire. Every time you squeeze it believe it or not you are crushing a few thousand of its cell walls and damaging it if you can see it or not it has to spend energy repairing itself instead of growing.
But hey not squeezing my plants is just a me thing. 
On a better note have you ever smelled your plant/plants i never noticed it untill i was all down on them with a jewelers lens checking for blemishes but they have a very mild pleasant odor, now i cant stop smelling them.
You know what they kind of smell like a baby human, its soo cute.

well im sure wind and sand would do similar damage and worse in its home enviroment. personaly i dont like to pamper my plants, in fact i intentionaly stress them slightly every now and then for fear of them becoming lazy :P

You REALLY should dillute that soil by half with MINUS GRADE LIMESTONE FROM A HARDWARE STORE OR GARDEN CENTER. And also add lots of GYPSUM (CALCIUM) FROM THE GARDEN CENTER. YOUR PEYOTE WILL THANK YOU.

ECOLOGY The Chihuahuan Desert where peyote occurs is a type of warm-temperate desert biome. This region has considerable variation in both topography and vegetation, which has prompted ecologists to describe numerous subdivisions. Unfortunately, these subdivisions are not alike nor have they received the same names. Following the classification of the Mexican botanist, Jerzy Rzedowski, peyote occurs primarily in two subdivisions of the Chihuahuan Desert: ( 1 ) the microphyllous desert scrub, which has shrubs that are leafless or have small leaves and are represented by such plants as Larrea tridentata, Prosopis laevigata, and Flourensia cernua; and (2) the "rosettophyllous" desert scrub, with many plants bearing rosettes of leaves, such as Agave lecheguilla and Yucca spp.[32] Probably neither of these vegetation subdivisions can be considered climax communities, nor even formations, because there is continuous mixing of the two life forms. Since there is such confusion between these two subdivisions, perhaps Cornelius H. Muller's general term "Chihuahuan Desert Shrub" should be used to describe the general area in which peyote occurs.[33] The well-isolated southern population apparently is outside the region normally included within the Chihuahuan Desert. However, the presence of Larrea tridentata and other plants typical of this type of desert is an indication that it should, indeed, be included within the Chihuahuan Desert. The soils of the Chihuahuan Desert Shrub are limestone in origin and have a basic pH, from 7.9 to 8.3. These soils can also be characterized as having more than 150 ppm (parts per million) calcium, at least 6 ppm magnesium, strong carbonates, and no more than trace amounts of ammonia. The soils test negatively for iron, chlorine, sulfates, manganese, and aluminum. Phosphorus and potassium vary somewhat throughout the range, but in most localities occur in trace amounts or are not present at all. Soils from the southern locality in Queretaro are not different from those to the north.[34] As stated earlier, peyote occurs in diverse habitats of the Chihuahuan Desert, and no particular plants are associated with it in all localities. Only Larrea tridentata (creosote bush) is found in more than 75 percent of the peyote sites studied; other plants commonly found with peyote and their percentage of occurrence in the sites analyzed are: [35]
