Trouble getting rH to 95-100%

My cousin can't get humidity to proper 95-100% He has casings in plastic container with a few inches perlite on bottom. (perlite is covered half water/h202)
The humidistat reads 70-80 at most times. He thinks its accurate, its a digital. The walls of the container are dripping, and so he is perturbed. The temperature is about 70+ degree F mostly. The container is in another container with fishtank heater(incubation style) because its very cold otherwise. He feels hes covered the bases. What is he doing wrong. Hes successfully fruited casings before but is a bit out of practice and in a new environment. Thank you.

The Humidstat sucks. If the walls are dripping, you have close to 100% humdity.

not necessarily. Condensation due to temperature differences and from humidity are 2 different things.

itis a reliable one from radio shack. the walls arent actuallt dripping, they are wet, but it could be from previous spraying. still, they remain wet, and the perlite has water and all. what temp diif. are you referring to "under net"? anyone else?
