I've always wondered... can money buy power

Power is death over another animal(humans).
How far has modern technology driven.. Is there bulletproof gear that can stop even the most high caliber sniper?
Can you really wear a mask and body armor to stop a bullet with the most deadly intentions? Can a soldier of the United states buy bullet proof gear, and ascend death while his comrades are shot down?
The same for the street rat who rose to the top flipping drugs to get punks addicted and sucking dick... can the mafia lords afford gear to make a man invincible?
Like in Hellboy, the creature of the Nazis, the unkillable unstoppable force... can you buy this force?
How much money does it take to stop bullet?
It sounds like if you are holding the most plutonium and have the means for manufacture, you get to bully the world around.
It doesn't matter if you have the most money just as long as you have the most influence which might as well sit on the right hand of our lord Power.
We, the United States.... where money really does buy power..... and friends.

Scientists have recently replicated the strength of spider webbing, which is stronger than steel and extremely light. They are making full-armor suits of it that weigh nothing that can stop bullets.

I remember seeing a show some time ago that dealt with this. They said something the width of a pencil could stop a plane in flight. I'm gonna see if I can dig up some new info.
