Why is O-T D higher on the Forum Index than Politics, A and L?

I know.. I mentioned this in the OTD myself:

Agreed. If you've read through all of the other Forum's and still haven't found a place to post your comments, then the "Off-Topic Discussion" will be very appropriately located at the bottom.
