Spring forward, fall back, summer muddle

Congress is quietly about to extend daylight-saving time by two months. If President Bush signs on - and, after all, it is his energy bill - DST will end the last Sunday of this November and resume on the first Sunday in March.

Since 1986, DST has begun on the first Sunday in April and ended the last Sunday in October.


For sticklers, the actual time of the changeover will remain 2 a.m., and we suppose the old mnemonic for changing the clocks - "spring forward, fall back" - will remain even though the first Sunday in March is still winter by the solar calendar and the last Sunday in November is practically winter as the National Weather Service measures it.

Benjamin Franklin is credited with the idea for DST. It was the province of cranks and visionaries until World War I, when Europe and, for a year, the United States adopted it to get more work out of the war workers. It lapsed here, was reinstated during World War II and then lapsed again into an issue of local option. Each time it was the subject of heated national debate, pitting country folk against city folk. Now it's mostly parents of children who have to get up for school in the dark who object.

Congress bills extended DST as a way of saving energy, although the potential savings are somewhat in doubt. What's interesting about extending DST, however, is how little attention it has drawn. We suspect many Americans would have wanted to voice their opinions - and would have, too - had they known it was buried in this monstrosity of a bill.

The unfortunate solution to peak oil is coal liquefaction, which produces considerably more CO2 than plain oil.

We have enough coal and methane hydrate to keep us going for about 1000 years.

The question is, how quickly can we implement these solutions, and how much is it going to cost us environmentally.


Hopefully cellulosic ethanol will save us all from extinction.

House, Senate OK Daylight-Saving Extension

An agreement was reached Thursday to extend daylight-saving time in an effort to conserve energy, but not to the extent the House approved in April.


House and Senate negotiators on an energy bill agreed to begin daylight-saving time three weeks earlier, on the second Sunday in March, and extend it by one week to the first Sunday in November. The House bill would have added a month in the spring and another in the fall.


According to some senators, farmers complained that a two-month extension could adversely affect livestock, and airline officials said it would have complicated scheduling of international flights.


"We ought to take a hard look at this before we jump into it," said Sen. Larry Craig, R-Idaho, who questioned how much oil savings the extension would produce.


Reps. Edward Markey, D-Mass., and Fred Upton, R-Mich., agreed to scale back their original proposal, and Senate negotiators accepted the new version, along with a call for a new study on how much daylight-saving time actually affects oil consumption.


"The beauty of daylight-saving time is that it just makes everyone feel sunnier," said Markey.


Upton noted that the extension means daylight-saving time will continue through Halloween, adding to safety. "Kids across the nation will soon rejoice," said Upton, because they'll have another hour of daylight trick-or-treating.


Lawmakers said they hoped to complete the energy legislation next week.

Also the Canadians were complaining that we might have to do it just because you guys did it. Also the sunlight. Might melt the igloo.

Because farmers will be getting up in the dark to feed their livestock rather than having the early morning light to see what they are doing.

I dislike DST and oddly enough, I live in a country that doesn't have it. I have been unable to find a single person that lives here that would want to switch to a DST calendar.
