I have no idea how to use a preasure cooker!!!

I'm going to blow myself up...

It has a weight on top, and then steam shots out, and it flips out! Should I turn the heat down more, it sounds pissed off and keeps shooting steam at me!!!

Doesn't have a preasure gauge, it was cheap... does 15 psi though...

the rocker on the top will be quiet until it builds up pressure. when the pressure builds to 15 psi or whatever it is set at the steam has the power to lift the weight. when the weight starts to rock and "spit steam" turn the heat down to low so it's not on a rapid boil but still maintains pressure. the sound should be a low steady hissing, not rapid unannounced bursts.
***NOTE*** NEVER RUN THE COOKER DRY, ALLWAYS ADD ENOUGH WATER.
