ph meter ?

this is a little rapitest ph meter.

the thing does not seem to work for me very well, though.
on both attempts to measure the ph of peat, the needle did not seem to move from neutral.
then, after a buffer was added, still, no movement.
is there something i'm missing that wasn't in the simple directions?

Test the meter on something else, to see if the needle moves. If it doesnt, it is F/U.
