Perlite Clarification Please

One more quick perlite question - I'm not sure I put the
right amount of water in my terrarium. Using large
rubbermaid opaque container with top cut out and
replaced with clear security film. I have about 1.5
inches of perlite on the bottom which I wetted down.
I don't have any standing water in the bottom. There
is no visible humidification, but I went ahead and
birthed 3 cakes into it last night. Do I need to have any standing water in and/or around the perlite?
I thought I read that all the excess water should be
drained off, but I have read so many things that I
don't know whether I read that from an experienced
grower or not.

I put a 1:10 of h2o2:h2o solution on a 2" deep perlite layer untill i see water level reaching 1".

I put a 1:10 of h2o2:h2o solution on a 2" deep perlite layer untill i see water level reaching 1". And no you don't need to see the perlite floating arround.
