Government Controlling the Weather

I listen to Art Bell every now and then, and i suspect some of you do also by your topics. For a while now he has been going on about the government controlling the weather. So, i thought i would post this story I know:

So, my friends were in a light-hearted political discussion with their father, who writes security manuals and protocol for NSA. He is a pretty odd fellow, but definatly cool. So after a while of debating something which they dont agree on, he gets very serious and angry and yells "Don't you see? the government controls everything! even the weather!" and stormed off. Now coming from anyone else, I would write it off as paranoia, but this is a guy who has some pretty high clearance and deals with every memo and manual for the National Security Agency. This all happened about 4-5 years ago i think. Just thought I would poke the conspiracy fire here a little....

I believe there were some experiments in the 70's involving dumping vegetable oil in the path of a hurricane.

Seems like it was thought to have been somewhat successful.

fascinating website, but not enough solid info to convince me. I have no actual knowledge of meteorology though, only climatology and yes there is a big difference. Any weathermen on the shroomery?
