It depends on what you're looking for.. If you're looking for the latest 3d flash effects thing, I don't know. Whats hard about your request is your looking for PCI. Not many people deal with PCI video cards now, most modern motherboards support AGP. For this reason I'm guessing your on an older system, so you should probably just find something cheap from a good company.
I'd look for a card with a history of good support and quality drivers. Matrox is good for this, they've always had enterprise class reliability. ATI has done some pretty shitty drivers.
I should add, for good hardware reviews (including video cards), I'd recommend http://www.anandtech.com/ .

Why are you after a PCI card? Do you have an older system without an AGP slot? or are you planning to use it in a dual monitor setup with 2 video cards?
I would go for an nvidia chipset card, probably a TNT or a geForce. Both are available in PCI versions, and for performance will blow away most other cards (Although being PCI they will be slower). I don't know about DVD playback, but I'm sure they wil do a card with an onboard decoder.
Avoid ATI card like the plague. The drivers are shit, the cards are overpriced for what they do, and tech suppoort is terrible. Also avoid Voodoo cards. 3DFX doesn't exists any more (I believe they were bought out by nvidia), so there will be no updates driver updates and no support.

I'd go for a Voodoo4 4500... If you can find one. 3dfx is no more, so you'll prolly have to look on Ebay. V4's are 32MB and do DVD and all that good stuff. Great for game play.
I bought my Micron 733mhz comp about a year ago, strangly enough it has no AGP slot, so I got a V4, I love it. It can render a 1024x768 pic in Bryce4 in under 5 minutes. I get great frame rates when gaming, any where from 50-130fps... Of course I did overclock the card, not that hard to do.
Peace out,

...not a fan of those gateways - i'd recommend not gettin' any of the household brand computers at stores like Best Buy, Circuit City, etc... they come with too much crap on 'em (gotta hate those compacs) . My gf had a compac - nothin but trouble... it would have like 20 operations running just when you started up and would freeze like crazy. my bro-in-law had a some comp he bought at best buy - grew old real fast... go pick up a microtimes and shop around a bit. get quality components - all of them - so that the machiene can run at peak effieciency... but dayam i'm tired and stoned and am gonna stop rantin'.

This is fine if you don't want any tech support, don't want to run windows 2000, don't want driver updates, and don't want any kind of warranty or any kind of comback if there are problems. Personally I would stay well away from Voodoo.

Sorry but figures like that don't say anything about the card. Rendering in Bryce (and other 3d software packages) is done by the processor, and is independant of the graphics card (Unless you have a really hardcore workstation card). It's the performance in the viewports that is reliant on the cards, and i just had to dump my Voodoo for a Geforce 2 GTS because the voodoo's performance sucked.
As for game frame rate this is also irrelivent as you don't say which games, what resolution or colour depth you are running at, or how much memory you have, as all of these will effect frame rate.
