I'm pretty sure that is so not happening, you can't give a nonstaffer the clearance to access that level of functionality - but its entirely in the realm of possibilities that the admins deputize a moderator volunteer to tend to the Smileys. I think it would be a great idea, inactivity begets inactivty and if the Smileys are regularly updated, there'll be a bit more forum rustle which could inspire more forum activities.

Plenty of awesome Smileys were suggested and now are on backlog.

I'm sure that if the Moderator Forum were asked, a volunteer Mod to add Smileys would step forward.

Smileys gotta keep evolving. Nucleosynthesis and all that.
