It's too early to know all the details, as this just happened today, but Ukraine is NOTORIOUS for putting military equipment near civilian infrastructure like schools hospitals, and malls; especially when attacks on such military equipment can be used in a negative light against Russia.  The Western press eats it up every time.

The port of Odessa was recently bombed by Russia because several US made Harpoon anti-ship missiles were put there, and now would be an ideal time for Ukraine to try and reinstall them there again.
