The Armchair:

Fruit flies can be treated with some spray, nicotine water/some soap and cayenne pepper steeped in water will get em. Consistent humidity and temperature keeps the black away, but if it keeps creaping and over taking sounds like you're conditions are too moist or you've got disease.

I'd repot, remove all the soil from the roots if possible, plant in new soil and keep within optimal conditions and see what happens. Some black is normal due to humidity fluxuations, but enchroaching black that never stops is sometimes a problem, i've had some diseased salvia's before in which that has happened.

Good luck, it does sound like a parasite though. I have always used nicotine water on my Sally for them. Just don't brew it up too strong. I burned my leaves from that once.

Go to CVS or a tobacco shop and get a big bag of plain pipe tobacco or rolling tobacco, put a few handfulls of it in a bunch of water and boil it fo a hour or so. Put it in a spray bottle spray the tops and bottoms of the leaves and the stems. Also be sure to water the plant with this stuff for an few days to kill any eggs or parasites in the soil. Keep doing this for a few days and they will go away.
