Sure, if he were the only person living there, but his caretaker takes care, hur hur, of the dog, whether he is the owner or not. I get that he can't move around much, but that doesn't give the caretaker the right not to give a shit where the dog shits.

I decided not to drop it on the doorstep but rather just dumping it off in their yard.

And I don't think these neighbors are smart, at least not enough to feed their dog properly, it's shit looks like death, black and leathery.

But who am I to judge intelligence?
