If the law allows up to a 500 fine for taking handicap parking then YES someone who lets their dog lose or is unable to control their animal in reasonable circumstances should be fined. And those fines should be stacked for everything they're done wrong and the severity of the injury. Maybe then people will stop thinking they know what the fuck they're doing when they're "making a guard dog" that will get out and maul someone and cost them thousands of dollars.

and were taken to the outdoor kennels individually on a leash

any boarding kennel one of my dogs stayed in during a vacation
was always a facility large enough for dogs not to be placed together
unless they had already demonstrated friendliness

if this was anything other than a one-off experience,
someone should probably have word with the manager about implementing better kennels
or better policies in dog handling

tho, to be fair, most of the shelters where my time was put in
were kill shelters
so the workers were careful not to let the animals get into a position of fighting
otherwise both dogs could end up on the "unadoptable" list and be next for euthanasia
even if one was strictly the attacked
so we were pretty mindful of keeping dogs separated
unless they had been relinquished by the same owner/household
