Alternative to ethanol for sublingual tinctures?

Hi, I'd like to create a sublingual preparation without using ethanol as the liquid. My main problem would be that ethanol is pychoactive and might mess with the intended experience.. (but also, it burns! and i don't have a great relationship with alcohol)
So, i'm quite fond of Saffron. I usually chew up 30-40 strands, them leave them in a 'quid' in my mouth for 15 minutes. This works, works fine. However.. i'd really like to speed up the absorption rate and eliminate the need for chewing.
The obvious choice would be making a tincture, and then using that sublingual.. however i don't want to use ethanol. Would water substitute? I'm aware it won't have quite the same onset of action as ethanol.. but would it work in principle?

It wouldn't mess with the experience because the liver automatically filters about a shots worth of alcohol. If you drank one ounce of liquor, you wouldn't feel a thing because of this.
The miniscule amount of alcohol in a tincture dose would be inactive as well.

you don't say. I feel like I can feel a single shot or beer, but then again usually I feel a whole lot better after the first sip, so it is probably a conditioned response or something.
Also can't you use vegitable glycerine or something like that? An oil? Guess it depends on what you're trying to get in solution, but I feel like I have heard of that.

Former alcoholic here. I was putting back most of a handle of vodka every day, straight no chasers, literally drunk or passed out those were my only two states of being for a couple years. Haven't drank in nearly 4 years. I don't take any tinctures because the taste and feel of alcohol in my mouth may lead me back to the bottle, and that's the type of regression I don't need. There's no tincture that's worth that risk for me. I also don't fuck with liquid LSD, cough medicine, or mouthwash for the same reason.
