Take the tape off the holes now. That is almost always the reason for stalled growth(to little inoculant, and not enough gas exchange) Once you see quater sized growth spots in your jar, it is safe to take off the tape and out your jars in a ziploack bag to prevent dust(contam) from falling in your jars, yet still allow o2 exchange.

To answer your question about cold shocking, this is not done until the cake is birthed/cased. You want the temps to remain stable as possible during colonization. Fluctuating temps can also cause stalled growth.

I had a couple jars that virtually stopped growing at about 75% colonization. After untaping the holes etc, I decided to case the cakes in little aluminum baking trays. I simply cut off the part of the cake that was uncolonized and used the rest. The casings actually grew without contams (didn't fruit very strongly, but that's a different issue... but hey, it was my very first casing) Other people say that doing this is too risky because you risk contams, but it seemed to work for me.
