It should work. Just add 15 minutes to the cooking times

Cook the jars for an hour or so and they should be fine. Why can't you cook at 15psi?? Sorry, I don't know much about pressure cookers, but I thought all of them could withstand 15psi.

I've got an old low(ish) pressure cooker...works fine for cakes using rice flour & for sterilizing equipment, but useless for doing whole grain cakes...
