I always document the condition of a rental house with a move-in sheet and pics.  Shady landlords will try to rip you off.  What is she charging you for?  A whole new back porch, brand new sod and a solid gold fucking sink fixture?  How could those three things possibly cost 14,000?  Sounds like classic predatory landlord practice to me.
