Reducing Pixels for Avatar

Well as you can see, the Avatar is missing. I have tried to reduce it in Exif Viewer that came with a Camera software.

Could anyone direct me to a site where this can be done easily. Or any easy software that's free....
I even tried on paint brush. cant remember how I did it the first time,?
