They chose to spend the money on something else because congress denied putting the funding towards embassy security. They didn't take money from embassy security to spend on the electric car stations. The money that went towards the charging stations was part of a green energy initiative.
If you're going to blame the State Department for keeping funds where they were already designated to be allocated, you have to also put some blame on congress for voting two years in a row to cut the State Department's proposed budget for embassy security.
Basically what you're saying is that congress should be able to cut security funding, and then the State Department should be held responsible for not draining other areas to make up for their incompetence.
I almost forgot how blindly biased you are.
