I'm sure its hard but from an outsiders perspective, what your saying about your brother can be comparable to the following:

"I hate that my sister is blind. She's always falling over the furniture and crying."

1- there is no reversing her blindness
2- try moving the furniture out of the way

If your brother is autistic there are many options to try and help him communicate better. Stop getting mad that he's not changing and think about how your family can attempt different things to help ease this tension for everyone.
Just because he is disabled doesn't mean he should be able to do whatever he wants, in fact he should have structure and stability. Autistic people are not known for spontaneity.
Education is key.
