Are generic lights worse?

I'm looking at a 400w switchable MH/HPS complete light system that is extremely cheap ($160) but I don't know it it'll have less lumens than a more expensive set, or if it'll just be worse in some way I hadn't even thought of.

Here's the details they provide on it, let me know what ya think:

The most important part is the reflector, then the ballast, then the bulb. The reflector determines largely how even the distribution of light is, and how much light is reflected. Cheap reflection materials can reflect 10%+ less light. Some digital ballast manufacturers claim much more lumens over magnetic, however the cost of achieving more lumens through a ballast may not be worth the money. Finally, non-growlight bulbs are arguably just as effective as grow light bulbs. Philips or Sylvania standard HPS and MH lamps will provide lumens and spectral distribution very similar to designer bulbs.
